The Transportation Safety Board (TSB) is not a regulatory board. 

The TSB has only one mandate and that is to advance transportation safety, which includes the fishing industry. TSB conducts independent accident investigations to determine the underlying risks and causes.  The TSB then reports publicly through Accident Investigation Reports or Marine Safety Information Letters or Advisories. It is not the function of the TSB to assign fault or determine civil or criminal liability.  Under the TSB Act all information collected during an investigation is completely confidential.
